You guessed it - this determines the speed of the effect at slow speeds, creating a "jet plane" effect.

This knob defines the intensity of the effect. To create a classic jet flanger sound, the depth value should be kept low (but feel free to push it to differentiate yourself!).
Feedback
The Feedback setting lets you feed the modulated signal back into the effect, giving you even more creative options for your flanger sounds.
